Fusiform aneurysm and basilar artery ordeal

My niece who is only 8 months old and has been diagnosed with a brain fusiform aneurysm, she also has a problem with her basilar artery and has experienced a couple of minor strokes immobilizing the right side of her body.  We have consulted a French Neuroradiologist who has advised that surgery is not an option at the moment, since she needs to start treating the problem with her basilar artery first.  He suggested putting the child on baby Aspirin & keeping her well hydrated.   Having reasearched the matter a bit, we do understand how rare it is for all this to happen to such a young infant, what could have caused her basilar artery not to provide enough oxygen to the brain?   Could it be a genetical condition she was born with & is now starting to show?  Also, can she recover from the paralysis on her own? (She slightly started moving her toes on occasions but not her arm nor hand)  Lastly, our fear is that the aneurysm ruptures complicating the matter even further (it's 10mm), is there a major threat since we're waiting to deal with her basilar artery? Thank you very much, we're just overwhelmed with all this, as all of this literaly happened overnight.
