What KIND of CT scan?  did they give Iv contrast?  If not, your husband needs to go back and get a " Stroke Protocol CT" or get an MRI or call a neurologist NOW!!.  Most strokes can be stopped and alot of the brain danage can be halted if treated within 6 to 8 hrs of onset.  DONOT wait.  Time is Brain!!!!!
