cough cant breathe and white foamy mucus

I am 46 and for the last 2-3 days ,I feel like sometimes I have to cough,and when I do I can't breathe its like the aiways are locking up ,my eyes become teary,and sometimes I spit white foamy mucus what does it mean? I have no fever or pain of any kind,

Without fever, pain or discolored sputum, this is unlikely to be an infectious disease.  There are numerous causes of the cough you describe, but given the circumstances, 3 come to mind:  1) that you are having gastroesophageal reflux disease (GERD) possibly with aspiration and vocal cord spasm, which can occur without heartburn; 2) asthma; and 3) nasal or sinus inflammation with postnasal drip.  You should see your doctor for consideration of these 3 considerations, examination and a chest x-ray.
