I am not really sure except an allergic reaction from an insect bite can create a blister! But I'm not a Dr.  I think you should have her seen by a Ped esp. since so young .. in the meantime have you tried anything otc topical like Benadryl Cream if the blister isn't popped open?

My daughter got stung by a bee on her thumb and developed wheals on the inside of her legs from the venomon an unrelated part of her body .. the allergist was amazed to see this from one stinger elsewhere but said it is allergic reaction.

She is bee allergic we have since found out from subsequent stings.

Do you have Fire Ants where you live, they hurt and they come up into a blister and sting, they take several days to go. They do sound like a bite or an allergy, but she would have more than 2. Also Chicken Pox blister,

Those fire ants really can do a number can't they?  My latex allergic daughter sat down once on the curb and got about 100 bites within seconds but thankfully nothing more than anybody would get .. some red bumps.  Geez, you just don't know.
